About CEE-SECR
CEE-SECR is the key Eastern European Software Engineering event that last years attracted speakers from 15+ countries, and is regularly attended by over 500 participants from all over the world. The list of keynote speakers from previous conferences includes Michael Cusumano, Larry Constantine, Erich Gamma, Ivar Jacobson, Claudia Dent, Michael Fagan, Bill Hefley, Rick Kazman, Steve Masters, Mark Paulk, Michel Speranski, Stephen Mellor and Victor Ivannikov. The conference is traditionally supported by such industry leaders as Adobe, EMC
2, HP, IBM, Intel, Microsoft, ORACLE, Siemens, Sun Microsystems, VMWare, etc.
CEE-SECR 2009 will act as an international forum for in-depth and substantive discussion on the emerging technologies and methodologies being developed to overcome the challenges that exist in different areas of software engineering.
For the software companies, this conference is a great opportunity to present and observe the most recent innovations, trends, practices, and ideas in software engineering. For professionals, it is a perfect chance to get the latest technical information and insights from Eastern-European, Western-European, and US industry leaders and technical experts. For scientists and academia, this is a way to present their findings and software research and find out the current industry needs and standards.
Scope
The conference will offer a program of events, including keynote talks by leaders in the field, invited presentations along specialized themes, workshops, round table discussions and presentations of technical papers on software research, the cutting edge of practice, and new developments in software engineering.

Instructions for Authors
Researchers and practitioners are encouraged to present their ongoing work and results on software engineering. Papers, presentations, topics for round-tables, and workshops are solicited for inclusion at the conference. Submissions will be reviewed by an international program committee. Please submit your proposals via the submission engine at https://cmt.research.microsoft.com/secr2009 .
All submissions will be acknowledged within few days. Submissions will be reviewed for quality and relevance, and the acceptance decision will be emailed to the corresponding author.

Please, remove all occurrences of authors’ names/affiliation from the submitted papers, as they will undergo double-blinded review. Authors’ names/affiliations will be added only to camera-ready versions of the accepted articles.
Papers can be written either in English or in Russian; however, each paper must have an abstract in both languages (up to 1000 characters). If needed, for English-speaking authors Program Committee will help translating their abstracts to Russian.
When you submit your paper, you are giving the rights to the conference committee to publish your articles in conference proceedings and reference them in conference materials such as booklets, newsletters, website, etc.
Speakers (authors of the accepted papers presenting at the conference) will get free passes to the event: one free pass per accepted paper.
A paper submitted to a conference will be considered to be a duplicate submission and rejected by that conference with no regard to the paper's merit if there is substantial overlap in the technical content
of the conference submission and any other work that is:
 under review at another publication, or
 has been accepted by another publication, or
 has appeared in another publication, at any time before the conference review process is complete.

Working languages: dual English and Russian. Sincronous transaltion will be provided during the conference for those who speak only one of these languages.
